What are panel faults under new paint?
New paint does not hide a bad shape. It shows it. Gloss acts like a mirror, so every ripple and low spot underneath shows once the clear coat is on. The filler and metal work were not made flat before painting. The paint may be fine. The preparation was not.
What kind of repair does it need?
Back to bare, reshaping and sanding the panel flat, then priming and painting again. It cannot be fixed from the top.
A workmanship fault, stripped back to bare metal or to the filler first. Paid work must be done with care and skill, so it belongs back with the shop that did it.
What to do next
Get evidence first. Park so a straight line is reflected in the panel, like a gutter or a doorway, and photograph the reflection. A wave in the line is the fault. Paid work must be done with care and skill. If the shop says it is within tolerance, ask them to show you the same reflection on an unrepaired panel.
