What is a bonded organic mark on car paint?

Sunscreen, hand lotion, tyre shine, diesel exhaust fluid. These stick to the clear coat and survive a normal wash. They usually show in the shape of what touched the car: a handprint, a splash, a spray line. Nothing has been taken off your car. Something has been added.

What kind of repair does it need?

Chemical decontamination by a detailer, using the right solvent rather than scrubbing. If it baked on over summer and left a faint outline, a light polish usually finishes it. If the outline has eaten deeper than a polish can reach, that panel is painted.

Class of work Chemical decontamination, polished if it has etched, refinished if it has gone through.

Caught in reasonable time, the deposit comes off with the right chemical and that is the whole job. Left long enough, it marks the clear coat. Light marks polish out. Deep ones do not, and the panel is painted.

What to do next

Do not scrub it. Scrubbing a stuck deposit with a cloth causes fine scratches that are worse than the mark. Sunscreen marks are common and stubborn, but they are not damage and do not need a panel shop.
