What is a torn metal panel on a car?
A metal panel that has cracked or torn is not just a dent. Steel and aluminium do not usually crack from a small knock. So either the hit was very hard, or the metal was already weak, often from rust behind it. The paint is the least of it.
What kind of repair does it need?
Cutting out and welding in new metal, or replacing the panel, then painting. Metal work first, paint last. Filler over a crack in metal is not a repair, because the crack keeps growing from each end.

What to do next
Go to a panel shop and ask two things. Are they cutting and welding, or filling? Is the split near a structural part or a mounting point? That changes it from a looks issue to a safety issue. If the metal around the crack is thin or brown, say so. Rust may be the real cause.
