What is two-layer paint damage across a panel?
More than one colour in the same mark means more than one thing happened. Usually it is a deposit sitting on top of a scratch cut in underneath. That is why it does not look like one clean thing.
What kind of repair does it need?
Two jobs, in order. The deposit comes off first. Then whatever is cut in underneath is repaired. That second part sets the real cost.

What to do next
Do not accept a quote for the clean-up only. Ask what will be left once the deposit is off, and get that priced too. A shop that quotes a respray without cleaning it first is guessing.
