What happens when something cuts through a vinyl wrap?

Something has cut through the vinyl and into what is underneath. So you have two problems. The film damage is cosmetic. The paint damage is real. The paint must be fixed first, because film will not sit flat or stick over damaged paint.

What kind of repair does it need?

Two jobs, in order. The paint underneath is checked and repaired first. Then new film goes on that panel.

Class of work Two jobs, in order: the paint repaired, then that panel's film replaced over it.

Nobody can price paint they cannot see. The film comes off that panel before either job is quoted.

What to do next

Have the film peeled back on that panel before anyone quotes. Nobody can price paint they cannot see. Peeling is cheap and any wrap shop can do it. Underneath will be a scuff that polishes out, a scratch into the colour, a scratch to the primer, or a dent. Ask the shop to name which one before they price it.
